With reference to my Confidential Despatch of the 29th ultimo, I have the honour to ask Your Lordship's permission to provide, with the concurrence of Sir Frederick Lugard, for an Administrative Head of the Sanitary Department on a salary of $4,800 to $5,400 by $300 triennially per annum with Exchange Compensation, in the Estimates for the year 1908.

2. For this appointment, if created, I would recommend Mr. C. McI. Messer, Assistant Land Officer in the New Territories, whose record of service will be found at page 232 of the Civil Service List.

3. Mr. Messer, who was, I believe, 12th Wrangler in his year at Cambridge, is at present acting as Treasurer, in which capacity he has acted with success on a previous occasion. His financial ability would be of use in a large spending Department like the Sanitary Department.
